NewGenRP Rules
These rules and guidelines have been established to ensure that all players can enjoy a safe and immersive roleplaying experience. The NewGenRP staff team will enforce these rules, and their definitions may be applied to any situation, regardless of context. Multiple staff members may review any incident to ensure fairness.
Immersion: The most important rule is to maintain an immersive roleplaying environment. Our staff will determine whether your actions meet the standards of roleplay expected at NewGenRP.
Collaboration: Roleplay is about storytelling, collaboration, and improvisation — not about winning or losing. Keep an open mind, respect other players, and most importantly, enjoy the roleplaying experience.
Witnessing Rule Breaks: If you observe clear or severe violations (such as hacking, hateful conduct, or harassment), report it immediately to staff through a Discord ticket or the /report command in-game.
Reporting Concerns: If you believe someone you have roleplayed with has broken a rule, or if you are uncertain, remain in character and continue the roleplay if possible. If you prefer not to continue, excuse yourself in character. Collect any evidence you have and submit a ticket through Discord following the ticketing guidelines.
Enforcement: Ban lengths are determined by the number of points accumulated within the last 30 days. For permanent bans, staff will review the total history of points and behavior across a player’s time in NewGenRP.
Roleplay Words and Definitions
This section details common terms you may encounter in NewGenRP. Please review them carefully, as none of the following are permitted within the community. For a list of in-character terminology, see the section below.
Note: This list does not cover every possible infraction. Use common sense when engaging in roleplay, and consider the context around rules such as Exploiting or Abusing Game Mechanics before arguing that a situation is “not listed here.”
OOC: Out of character. Speaking in a real-life context.
Vigilante RP: You cannot take “crime fighting” into your own hands.
Powergaming: Roleplaying with mechanics or abilities that do not exist.
Cop Baiting: Intentionally enticing law enforcement into any form of RP.
Suicide RP: Using suicide as an initiation point for RP.
Fear RP: You must value your life and roleplay fear as you would experience it in real life.
Value of Life: Similar to Fear RP; act in a way that values your own life and welfare.
Lootboxing: Looting the majority of another player’s belongings without logical roleplay justification.
Low Quality RP: Roleplay that does not provide others with the opportunity to interact meaningfully with the situation or character.
Fail RP: A broad term referring to roleplay that would not reasonably occur in real life.
Hitman RP: Engaging in a transaction where money, goods, or services are exchanged for the death or injury of another player.
RDM (Random Deathmatch): Killing or attempting to kill another player without proper roleplay, initiation, or reason.
Griefing: Intentionally coordinating actions to ruin the server experience for other players.
VDM (Vehicle Deathmatch): Using a vehicle as a weapon to injure or kill another player without proper roleplay, initiation, or reason.
Gunplay over Roleplay (GP > RP): Choosing to shoot or kill instead of pursuing or continuing meaningful roleplay.
NLR (New Life Rule): After ICU or respawning, you may not remember any details of your previous life for the purpose of revenge, conflict, or retribution.
GTA Driving: Driving in ways unrealistic for the vehicle (off-road in non-off-road vehicles, excessive stunts, or speeding recklessly through the city without reason).
Combat Logging: Disconnecting from the server to avoid combat, player interaction, danger, or death. Once you engage in a scenario, you must see it through.
Metagaming: Using information your character would not reasonably have (obtained outside roleplay) to influence or benefit your in-game actions.
Pregnancy RP: Roleplaying as being pregnant with a child.
Inappropriate use of /me’s: Using /me for actions or animations already represented by existing game mechanics.

Server Rules
Zero Tolerance - 12 WP
Sexual Harassment
Unwanted and continuous “catcalling,” touching, or other sexual advances constitute sexual harassment. Especially when done in repetition and when told to stop. Keep in mind this is an 18+ server and sexual content may be present. If consent is given to initiate activities covered, harassment may not be applicable. If you previously gave consent and wish to withdraw consent to any activity covered here, you MUST make it known to parties involved. If the activity continues after you have revoked consent, then you can submit a player report (with evidence).
Hateful Conduct
Hateful conduct is any conduct that promotes, encourages, or facilitates discrimination, denigration, objectification, harassment, or violence based on the following characteristics, and is strictly prohibited: race, ethnicity, national origin, religion, sex, gender, gender identity, sexual orientation, age, disability, or serious medical condition.
Cheating, Hacking, or Exploiting
Unauthorized access to the server is considered hacking, using third-party software or mods to obtain an advantage is considered cheating, and abusing systems is considered exploiting. Reporting exploits immediately instead of abusing them could be rewarded, otherwise, you’ll be punished when you’re found out.
Modifications that we consider to give an unfair advantage include but are not limited to:
- Graphics mods that add significant brightness and contrast during the night.
- Particle effects contrast hit effects such as confetti
- Crosshairs (not including the built-in reticule enabled by our devs.)
This also includes any Field-of-View (FOV) modifications. All players must use the default FiveM/GTA FOV.
OOC Toxicity - 3-4 WP
If your out-of-character behavior is or appears in a distasteful, hostile, hateful, or abhorrent manner, especially done in repetition, it may be considered “toxic” or “fire starting.” (This will fall under staff discretion)
- Firestarting is speaking poorly of roleplayers and staff, purposefully antagonizing other members to elicit responses, or engaging in heated arguments in public forums will not be tolerated. If you have an issue with another member, submit a report or handle it privately rather than incite additional toxicity. As a member of the community, you are representing us even when out of character, and this sort of behavior will not be tolerated in public spaces.
- Lying to Staff members to get out of punishment.
Salt Report - 3-4 WP
We take player reports very seriously, and one should never be opened out of emotion. Always take time to cool down and consider the situation objectively. If a report is opened in a distasteful, hostile, hateful, or spiteful manner, then it will be considered community disrespect. This also includes revenge reports, and opening another report for a situation already reviewed; any and all evidence should be presented in the initial report of any given situation as they are looked at as a whole, and sometimes the reporting party will be given warning points (also known as self-reporting).
Fail RP - 1- 2 WP
- Behave as a corrupt law enforcement officer or government official. Corruption is when you go against laws or standard operating procedures and are using the job or position to aid your actions, or to provide special treatment (ie. “Looking the other way”) for others. This also applies to ignoring crime and not enforcing the law.
- Behave, move, place/use (decorations/furniture) unrealistically while disregarding roleplay.
- Unrealistic use of the storage box/prop to facilitate bomb/terrorism RP will result in possible warning points for FailRP. Please also keep in mind that bombs should NOT be placed inside/around Pillbox, MRPD, SSSO, City Hall or the Courthouse, as these are green zones. Any future bombs of any kind left here will be considered green zone violations moving forward. Proper/improper use will be determined by Staff should the team feel the need to interject.
- Force somebody to withdraw money or items from banks, properties, or other secure containers that you cannot otherwise access.
- Initiate any ATM/store robbery 30 minutes around (before or after) scheduled server restarts.
- Initiate any bank robbery/heist (Bobcat, Yacht, Navy) 60 minutes around (before or after) scheduled server restarts.
- Inject yourself into an ongoing situation, especially to steal from the parties involved. This includes ANY situation that you were not actively present for when it started.
- Instantly repair your vehicle during an active police pursuit using any repair shop. This does NOT apply once you have escaped the pursuit.
- Play music through your microphone when it doesn’t make sense.
- Randomly, repetitively, and/or completely rob or harm another player of items without roleplay reason. Especially while they are unresponsive (idling/AFK). Including but not limited to player-owned businesses, vehicles, houses, etc.
- Shoot a complying hostage unless police are refusing reasonable demands. These reasonable demands include but are not limited to free passage, no spike strips, no moto units, no interceptors, or no air-one. (Some activities may require the use of air-one, in those cases this would not be a reasonable demand)
- Toggle your hood or trunk while inside the vehicle to avoid being shot.
- Usage of an unacceptable character name as character names must be unique. Do not use names that are unrealistic or are sexual/trollish innuendos. Do not use names similar to or in reference to worldwide famous/political/religious names. (Staff Discretion)
- Provide poor interaction while arresting, detaining, or restraining players. While putting another player into a situation where they are anchored by handcuffs or a prison cell, you should provide them with good interaction. Essentially, talk to them; keep them engaged.
- Place unrealistic or immersive breaking scenes (text or images). Including, but not limited to, text spam, out-of-character information, or other obnoxious imagery.
- Kill locals (NPCs) because they are not buying your drugs, they are giving you poor prices, or they’re pulling out their phones.
- Commit felonious crimes in or directly around government buildings (including parking lots attached). Realistically, these areas would have a high police presence at all times.
- Take active, on-duty, paramedics or doctors hostage and kidnap them inside or directly outside hospitals.
- Use fake hostages (Those in your clique, gang, or group) to gain an advantage as no fear will be displayed due to having a close relationship.
- Failure to roleplay injuries: Realistically, your character should not be running unfazed if they have been tazed multiple times or have just been released from the hospital.
- Excessively/Repeatedly swapping cars when being actively pursued. (max 3 vehicle swaps per active scene)
- Providing low-quality RP, such as not speaking or using /me’s when EMS is trying to diagnose/treat, not responding to PD while arrested (unless you HAVE invoked your 5th amendment right to not incriminate yourself).
Breaking Character - 1-2 WP
Always stay in character. There are other means to speak out of character when necessary, but doing it through your character breaks the immersion for yourself and those around you. Using references or innuendos to assist a new player is fine.
Generally, out-of-character topics include but are not limited to referencing rules, reporting another player, or something that doesn’t make sense in the world. (Example: calling something a “Green Zone” is OOC speak and should not be said IC.)
- Roleplay checking someone, for example, someone plays a cop and a civ and they take steps to partially know police SOP.
Combat Logging - 3-4 WP
Logging off or respawning during an active situation without first reaching an agreement with the other party using “/ooc” is considered combat logging. After committing a crime OR being involved in an open situation you must wait 10 minutes before logging off.
Party Limit - 2-4 WP
Unless otherwise stated below for a specific job/heist, A maximum of 4 individuals should actively participate in criminal or gang activities. If spotters are utilized, these spotters CANNOT join in on the scene later. Additionally, anyone not present during the scene cannot jump in later to assist.
Acceptable Example: if 4 criminals who started a job together split up during a chase, and 2 were still being pursued by cops, the 2 that escaped can try and get the other 2 out.
Unacceptable Example: 4 people rob a store, while 1 other who is on the radio and was not involved/at the store during the robbery gets themselves involved.
There is no limit to how many people may participate in a street race, but the party limit applies when rescuing another racer, with the person being rescued being counted; this also applies to any ongoing situation.
Powergaming - 1-2 WP
Maximizing progress towards a certain goal while excluding other parties involved is considered “powerful” roleplay, or powergaming. Including, but not limited to, actions that would otherwise be impossible for your character, or forcing impossible actions on behalf of other player or non-player characters.
Do Not:
- Force officers to unlock the doors at banks or other robberies.
- Having an unhealthy win mentality. There’s a difference between trying to win, which you should be doing for healthy conflict roleplay, and forcing the win or doing absolutely everything possible to secure the win. The difference is allowing for buildup and opportunity for the other party.
- Commit any crimes (including but not limited to tagging, shooting, kidnapping, anything you can be charged for) in or around a courthouse, City Hall, any/all police stations, or medical centers such as Pillbox/Sandy/Paleto Medical. (Green Zones)
- Jailbreaks should only occur during prison transport or at Bolingbroke itself.
- Being on-site, camping, and/or circling an illegal job area in an effort to prevent other members from being able to start the said job.
- Place CCTV cameras in a unrealistic manner for example inside an item. They must be in somewhat plain view to be able to be removed IF they are found.
Gunplay Over Roleplay - 1-2 WP
When presented with the options of roleplay or shooting, The route should be to roleplay. Prematurely resorting to the escalation of force may be considered failing the scene.
- Inorganic conflict between gangs. Invalid reasoning for wars might include: demanding unreasonable amounts of money or items, petty insults, or other minor occurrences.
- Prematurely escalating an escape attempt to shooting. A criminal party should make every effort to escape without using their weapons. Valid reasoning to escalate might include aggressive police driving, running low on fuel, an overly damaged vehicle, or other immediate threats of being caught. It should always be a last resort to use a weapon.
For scenes involving shootouts:
Once a 11-99 is activated and you are on-scene shooting at cops, you should be fearing the cops & not treating them as loot boxes. Finish up and leave as soon as possible. Purposefully staying on a scene with the intent to allow more police response is not acceptable.
This rule (GP > RP) also applies to law enforcement, with some further caveats.
- Escalating when there is ample opportunity to de-escalate a situation. Including the usage of a taser or handcuffs, also known as insta-tazing. Always give time for the other party to escape extenuating circumstances; until they become aggravated (driving recklessly, pointing weapons (excluding with hostages present), generally being violent, felony stops, and etc.).
- Failing to match force with force; excluding when higher levels of force make sense, which is written into the standard operating procedures.
Stories & Situations
A situation is essentially a series of events in real time. An interruption, or break, in one situation, might lead to another situation in the future of the story. A combat situation is considered over after 5 minutes of observable action. For police, that would be when the last standing officer’s panic is activated. Any situation may be considered over after 10 minutes of any interaction with the other parties.
Cop Baiting
Never interrupt an ongoing situation involving police or paramedics unless you are involved in the situation. Don’t call for the police (911-311 commands) when you don’t need their help or they have not responded to the active crime you are involved in, especially when desiring to rob, kidnap, or kill them. Repetitively instigating police officers into a police pursuit is also considered baiting. (example: Intentionally driving recklessly in front of police officers or fight locals to get them to trigger a police alert)
Crim Baiting
Just as a criminal can bait officers, so can officers to criminals. An officer should not approach criminals with the intent of provoking them. This does not include trying to have a normal conversation or the performance of a “sting operation.” More specifically, don’t approach somebody who hasn’t committed and is not reasonably suspected to have committed a crime and shit-talk or coerce them to arrest them.
Not Valuing Life - 3-4 WP
Your character should recognize when their life is or could be, in danger and act in a way that would result in their good health. Going against orders under clear threat of death or injury without a sure way of retaliation would be considered not valuing your life.
You should not:
- Place yourself in front of a vehicle to provoke a lethal response from the driver.
- Try to escape a hostage situation if a gun is pointed at you and/or police are present on scene.
- Use unrealistic escape methods that would result in death/unnecessary bodily harm, such as forcing yourself or others to take jumps from bridges/buildings, full sending a car off an object that is not a ramp (GTA Driving), etc.
- Pausing an active chase to refuel/repair your vehicle. (Not applicable if you have lost your pursuers or have reasonable belief you have escaped).
Deathmatching (RDM/VDM) - 3-4 WP
Random Deathmatch
Killing, or attempting to kill, somebody without a valid reason & proper initiation is considered a random deathmatch.
Examples of valid reasoning:
- Initiation where the other party shows an absolute disregard for the demands being given.
- Previous, and recent, interactions between both parties that would justify attempted/murder. Be mindful of the gunplay over roleplay rule when determining your reasoning.
Vehicle Deathmatch
Never use a vehicle to intentionally run somebody over during a gunfight, or repeatedly ram your vehicle into somebody else’s (not including the PIT maneuver). Being run over is not fun, nor are bumper cars. An exception may be if the pedestrian is pointing a weapon, from the front or back of the vehicle, and is not making an attempt to move; turning the vehicle into them would invalidate this.
New Life Rule - 3-4 WP
Upon respawning with the respawn function, you must NEVER;
– Remember your attacker from that incident (if applicable)
– Remember the location in which the incident occurred
– Attempt revenge on the other party relating to the incident
– Return to the incident after treatment, while the scene is ongoing
While there is not a set amount of time of how much your character “forgets” after respawn, it is recommended to “forget” the 10-15 minutes prior to the respawn.
If you are transported to a hospital and check in at the front desk with “Nancy” or you are treated/revived by EMS or Police, you are not subject to the NLR.
If you are revived (by being taken to a hospital and treated or treated/revived on scene), you can remember your attacker, where it happened, and can seek retribution. However, you may NOT return to the scene of the ongoing situation. You may also have the police involved in the roleplay, should you choose to inform them.
Body Dumping
Dropping somebody in the water or other vacant locations to avoid the consequences of them remembering, also known as water dumping, is forbidden; unless there’s a long, succulent, roleplay story behind the dumping, and is required to bring the story to a conclusion.
Offensive Roleplay - 3-4 WP
You must obtain the consent of all parties involved before conducting sexual acts, torture, dismemberment, and cannibalism. Other extreme acts, including but not limited to, rape, abortion, miscarriage and suicide, and other questionable acts or comments are not acceptable on the server. For some, roleplay is a way to escape reality, and although everything is “real” to our characters, we should all make it a world that everybody can enjoy.
Do Not
- Reference major infectious diseases, disasters, suicide, or other real-world issues such as COVID-19, Cancer ect.
- Heckle people afflicted with physical or mental disorders.
- Pee or poo on other people or in front of them.
Metagaming - 3-4 WP
Information obtained out-of-character should not be used to determine your character’s actions. Additionally, sharing out-of-character knowledge via in-character mediums is considered metagaming. Discord DMs and Discord channels are OOC unless otherwise stated by the team.
Metagaming can also apply to any player who has multiple characters. For example, a cop character may have in-depth knowledge of police SOPs, but a criminal character should not have this same level of knowledge in most cases.
Stream Sniping
Watching a live stream of another player and using the information in character while also playing is considered metagaming. This includes but is not limited to, using information obtained through a stream to direct your character’s actions. We don’t have to prove you are doing it without any doubt, we just have to believe it’s happening.
Interpersonal Characters
Your characters cannot know each other or be related. Each character must have a unique last name. No kind of interaction between characters is allowed such as, but not limited to, transferring money, items, or other assets between your characters either directly or indirectly (through a friend) . Do not have multiple characters within different gangs or the same gang. (Staff discretion on if this will count as Cheating, Hacking, Exploiting depending on severity)
Group/Territory Rules
Groups in NewGenRP are expected to improve the quality of roleplay and set a clear standard for immersive storytelling. These guidelines define the expectations for groups and gangs, and leaders are responsible for ensuring their members follow them. Failure to do so may result in warning points for individuals who do not meet the standards.
Fundamental Requirements:
Groups and gangs must be based around a roleplay backstory. Actions, locations, and behavior should align with that story. For example, south side gangs should remain in southern neighborhoods, while bikers should operate in biker-related areas. Backstories may evolve over time through roleplay.
Groups engaged in wars may not use outside “mercenaries.” Conflicts must be handled by the members of the groups involved.
Players may only belong to one gang across all characters. This includes not having multiple characters in the same gang.
Groups must exist in the community for at least 30 days before requesting MLOs or clothing. (Approval is not guaranteed.)
Gang leaders must have 30 active days in the community before an application is considered.
Group Roleplay Standards:
Groups and gangs are expected to maintain a higher level of roleplay than standard players. This includes creating and sticking to a detailed backstory, showing consistent development, and roleplaying in ways that make sense for the group’s identity. For example, biker gangs should operate like bikers, while drug-focused gangs should roleplay around narcotics instead of spreading too thin into unrelated areas.
War & Conflict Guidelines:
Wars require a valid roleplay reason and proper initiation. Simply being in conflict does not justify random shootouts.
Combat locations must make sense in roleplay. Large-scale shootouts in unrealistic areas (e.g., Legion Square) are not acceptable.
Mercenaries are not permitted. Groups must handle their own conflicts.
Consider the roleplay impact of wars on both your group and others. Conflict should enhance roleplay, not drive people away from the server.
If your group has a major advantage, you are expected to provide surrender terms rather than forcing others off the server.
Interactions with Law Enforcement:
Hostility toward law enforcement must have valid roleplay justification. Officers are roleplaying too, and groups should not shut down their opportunities for interaction.
Detectives and investigators must be given roleplay opportunities. Leaving clues, building storylines, or escalating conflict logically creates better roleplay for both sides.
Shooting law enforcement should only occur as a last resort, after exhausting every possible alternative. If you choose to shoot, there must be a clear roleplay reason and a realistic outcome — such as fleeing immediately after sending a message, rather than looting or lingering.
During robberies or encounters with hostages, groups should represent themselves consistently and seriously. These scenarios set the tone for how law enforcement perceives your group’s roleplay.
Turf & Social Roleplay:
Groups are expected to roleplay heavily on their own turf. This is where development, influence, and reputation are built.
While maintaining a presence is encouraged, groups must value safety and avoid unrealistic stand-offs with law enforcement.
Conflicts with other groups on your turf must follow war guidelines and be justified through roleplay.
Illegal activities on turf (such as drug sales) remain subject to crime party limits (maximum of 4 for active crime).
Perma-Death Contracts (Optional):
Groups may use OOC perma-death contracts to establish agreed conditions under which a character would permanently die. These contracts must clearly define roleplay scenarios that would result in permanent death. All members should agree to the contract before being added to a group roster. Contracts may be reviewed by staff if disputes arise.
Memory Contracts (Optional):
Players leaving a gang without permadeath may use a memory contract. If chosen, the following rules apply:
You may not join or start another gang for 30 days.
You may not remember any details about the former gang (operations, vehicles, members, secrets, etc.). Treat it as if your character has no recollection of ever being involved.
Once you leave a gang, you cannot rejoin it later.
You cannot create another character to take the place of your former role in the gang.
Contributions to the Server
Contributions: Making the decision to contribute to NewGenRP is entirely voluntary. Contributions — whether financial, digital, or otherwise — are never required but are always appreciated.
Providing contributions does not grant higher status or special treatment over other players. All community members are expected to act and roleplay equally, regardless of contribution.
All contributions made to NewGenRP are final and non-refundable.
